A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a two new sections, designated §18-2-7d and §18-2-7e , relating to community volunteer enrichment programs in public schools; establishing the "West Virginia Remembers Program" for veteran volunteers to speak in the public schools ; establishing the "West Virginia Community Arts In Education Program" for artists to share their experiences in the educational setting ; and authorizing the state board to promulgate rules for program implementation.

Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §18-2-7d and §18-2-7e
, to read as follows:
ARTICLE 2. STATE BOARD OF EDUCATION.

§18-2-7d. Creating the "West Virginia Remembers Program;" rules.

(a) There is hereby created the "West Virginia Remembers Program" whereby children in the public schools may learn about military service, patriotism and courage in the defense of our country from veterans who volunteer to share their experiences in the educational setting. Participation in the program by classroom teachers shall be voluntary and may not be considered a course requirement or mandatory in any other way.
(b) The state Board of Education is authorized to promulgate a rule with regard to the solicitation of speakers from veterans groups and the maintenance of lists by county boards of available speakers.
§18-2-7e. Creating the "West Virginia Community Arts In Education Program;" rules.

(a) There is hereby created the "West Virginia Community Arts In Education Program"
whereby children in the public schools may view, gain an appreciation of, and learn about the arts and opportunities in the arts from artists in their communities and throughout the state who volunteer to share their experiences in the educational setting. Participation in the program by classroom teachers shall be voluntary and may not be considered a course requirement or mandatory in any other way.
(b) The state Board of Education is authorized to promulgate a rule with regard to the solicitation of artist volunteers and the maintenance of lists by county boards of available speakers.

(c) The Legislature recognizes that the Appalachian Education Initiative serves a meaningful function in promoting the role of arts education in the public schools and the programs provided by this organization and others similar to it benefit the state. Therefore, the Legislature encourages the State Board to include these groups in the implementation of this section.
